For the meat layer:
- minced lamb (or beef)
- 1 large onion, finely chopped
- 2 carrots, finely chopped
- 2 cloves garlic, minced
- beef or lamb stock
- tomato purée
- 1 tablespoon Worcestershire sauce
- 1 teaspoon dried thyme
- 1 teaspoon dried rosemary
- Salt and pepper to taste

- potatoes, peeled and quartered
- butter
- milk
- Salt and pepper to taste

Method
- Prepare the potatoes: Boil the potatoes in salted water for 15-20 minutes, or until tender. Drain well and mash with butter and milk. Season with salt and pepper to taste. Set aside.
- Cook the meat: Heat the olive oil in a large pan over medium heat. Add the onion and carrots and cook until softened, about 5 minutes. Add the minced garlic and cook for another minute.
- Increase the heat to high and add the minced lamb (or beef). Cook, breaking it up with a spoon, until browned.
- Stir in the tomato purée, Worcestershire sauce, thyme, and rosemary. Season with salt and pepper.
- Pour in the stock, bring to a simmer, then reduce heat and cook for 20-25 minutes, or until the sauce has thickened slightly.
